The state required a single method for identifying surplus property across agencies, assigning a value to it, and routing it to reutilization, public sale or disposal under the applicable rules. Existing procedures differed between agencies and depended on manual identification and spreadsheet reconciliation.
The method had to work for staff without specialist training, on the devices they already carried, and produce a record that auditors could rely on.
Deployment
The platform was deployed on Amazon Web Services and made available to participating agencies through a mobile capture process. Staff capture an item at the point of release. The platform identifies it, assesses its condition, returns a valuation with its basis, and creates the record.
Disposition rules were configured to the state’s requirements, so that reutilization by another agency is considered before public sale, and public sale before disposal. Outcomes are written back to the record.
Outcome
Surplus property is now identified and valued at the point of release rather than reconciled after the fact. Agencies share one record and one method, and the audit trail is produced from images and events rather than attestations.
Measured results are reported to the state and are not published here. Specific figures are available to organizations in an active evaluation, with the state’s permission.
