Every returned item is a decision, and most of them are made by whoever is nearest.

Returns are received against an order, not against the item. Condition is a guess. The disposition is a default. The channel is whatever is easiest. Recovery follows.

    Where does the value go in returns?

    It is lost at the moment items are aggregated into a lot. Identifying and routing each item before the lot forms changes the outcome more than any negotiation over the lot afterward.
